ASEAN Leaders Review Implementation of Five-Point Consensus

PHNOM PENH: At the 40th and 41st ASEAN Summits on Friday, 11 November 2022, ASEAN leaders evaluated the implementation of the Five-Point Consensus (5PC) reached at the ASEAN Leaders' Meeting in April 2021.

ASEAN leaders noted the recommendations made at the 55th ASEAN Foreign Ministers’ Meeting on 3 August 2022 and the ASEAN Special Foreign Ministers' Meeting on 27 October 2022.

The Myanmar crisis continues to be a major topic of discussion at the ASEAN Summit as the situation in Myanmar remains fragile, with continued escalating violence. This is a concern not only for the country of Myanmar but also for ASEAN’s efforts to build a united community.

In this regard, ASEAN leaders have expressed a commitment to assisting Myanmar find a peaceful and lasting resolution to the current crisis. To achieve this, ASEAN has considered Articles 7 and 20 of the ASEAN Charter, and has recalled the 38th and 39th ASEAN Summits.

ASEAN leaders noted that during the 10 months of Cambodia’s ASEAN Chairmanship, the implementation of the 5PC had made little progress, with the Myanmar National Army failing to fulfill its commitment to ASEAN leadership.

At the same time, ASEAN leaders also urged that the 5PC must remain a valid reference and should be fully implemented.

ASEAN needs to have an implementation plan that shows strong, tangible and measurable indicators with specific timelines to support the 5PC, assigning ASEAN foreign ministers the task of developing this implementation plan.

In addition, ASEAN urges all stakeholders to adhere to and implement the 5PC and for ASEAN to contact all stakeholders as soon as possible. In particular, the Special Envoy of the ASEAN Chair on Myanmar must be neutral in achieving the objectives of restoring peace and stability in the country in accordance with the 5PC. At the same time, ASEAN must consider other ways that can support the implementation of the 5PC.

ASEAN urges all parties concerned to ease tensions and exercise maximum restraint. At the same time, all armed stakeholders should be transparently accountable and condemned for the violence in Myanmar.

ASEAN also calls on all parties in Myanmar to facilitate the work of the ASEAN Secretary-General and the ASEAN Coordinating Center for Humanitarian Aid and Disaster (AHA) in providing humanitarian assistance to all people in need, without discrimination, in Myanmar

ASEAN leaders reaffirmed that the ASEAN Summit is the highest decision-making body and will make the final decision on the implementation of the 5PC, including when a consensus cannot be reached in accordance with the ASEAN Charter.
